Co-founder
As Co-Founder of Permai Polyclinic Group, Datin Rachel Jeremiah has been an integral part of the organisation’s journey since its very beginning. From the early stages of building the foundation to supporting its continued growth, she has played a quiet yet powerful role in shaping the direction and stability of the group.
With a natural ability to manage multiple responsibilities, Datin Rachel has always maintained a hands-on presence across various aspects of the business. Her strength lies not only in her capability to oversee a wide range of functions, but in the care, discipline, and consistency she brings to each one. She approaches her work with a deep sense of responsibility, ensuring that operations are not only sustained, but continuously strengthened over time.
Her commitment to the organisation goes beyond day-to-day management—it reflects a long-standing dedication to building something meaningful and enduring. Through her steady leadership and unwavering work ethic, she has helped establish a strong operational backbone that supports the group’s reputation and growth. As someone who has been there from the very start, Datin Rachel embodies the values upon which Permai Polyclinic Group was built. Her contribution is deeply rooted in loyalty, resilience, and an unspoken understanding of what it takes to nurture and sustain a growing organisation.

Chief Executive Officer
Dr. Maung Khaing Lynn (Dr. Khai) leads Permai Polyclinics Group as Chief Executive Officer, overseeing its strategic growth and expansion across Sabah. He holds a Doctor of Medicine (MD) from Crimea State Medical University, the LCP in Aesthetic Medical Practice (KKM), and multiple postgraduate qualifications in primary care dermatology and aesthetic medicine.
Dr. Khai began his medical career at Hospital Tawau, where he later received the KKM Outstanding Service Award (2015) in recognition of his excellence in clinical service. He is a Life Member of both the Malaysian Medical Association and the Association of Private Practitioners Sabah, and currently serves as a Committee Member of APPS.
Dr. Khai has been with Permai Polyclinics Group since 2016, where he has played a key role in strengthening the organisation’s clinical standards and operational development. He remains committed to advancing primary care delivery, improving clinical quality, and driving the group’s mission of accessible and patient-centred healthcare.

Chief Operating Officer
Dr. Saifulbahri Bin Ahmad @ Muhd Zailani is a dedicated Malaysian medical practitioner with nearly two decades of clinical experience. He obtained his Doctor of Medicine (MD) from Universiti Putra Malaysia in 2005 and holds a postgraduate qualification in Family Medicine from the Academy of Family Physicians of Malaysia.
Based in Kota Kinabalu, Sabah, Dr. Saifulbahri is committed to delivering accessible, community-focused healthcare with professionalism and compassion.
Dr. Saifulbahri has been serving with Permai Polyclinics Group since 2010, contributing over 16 years of dedicated service to the Permai Group and playing an important role in providing quality primary healthcare to communities across Sabah.

Chief of admin
Melissa Lau is a highly dedicated and dynamic leader who plays a key role in the operations, administration, and strategic planning of Permai Polyclinics Group.
Known for her strong organisational skills, reliability, and ability to manage complex multi-branch operations, she has been instrumental in ensuring the group’s smooth functioning and continued growth.
With extensive experience in management, finance, compliance, human resources, and operational oversight, Melissa maintains high standards of service and regulatory excellence across the organisation’s clinics.
Respected for her calm, compassionate yet firm leadership style, Melissa effectively guides teams, supports staff development, and contributes to the group’s branding, community engagement, and corporate social responsibility initiatives.
Melissa has been one of Permai’s longest-serving and most dedicated team members, having been with the organisation since 2006.

Datin Norsiah Kumar is the Group General Manager of Permai Polyclinics Group, where she oversees the operations and growth of Permai Polyclinic Group. Her strong leadership, organisational skills, and people-first approach have made her an invaluable part of the organisation.
Having been with the group for the past three years, Datin Norsiah continues to show exponential growth in her role and is widely respected for her ability to lead the clinical group with efficiency, structure, and care.
